If it is a skin infection, there are a few things to try. First, is she flea free? They love to congregate around the genitals and an allergy tothem could cause this. If there are fleas, get a flea collar/spray/drops/whatever you prefer right away. You can take tape and physically remove alot of them if she will let you.

No fleas but a skin irritation: Change food. It could be either an allergy, or a lack of something from grocery brand stuff. I know it is a little more expensive each week to feed, but a high-quality food is better than vet bills that hit you all at once, and no trauma. To help with the cost, many feed/farm store brands are very good but without brand-name prices. I personally recomend "Diamond" brand, but there are many good ones. Our Biggie's skin problems went away when we changed food.

Right now though you can try this too: Get a small bottle of Tea Trea oil from any dept or drug store (5 bucks) and put it on the place she licks. It is a natural anti-bacterial, good for the skin, and as bitter as it can be. It should help, and discourage her licking. Also i sometimes get a cheap can of Salmon and feed a little each day if any body has a skin problem. The Omega-3 fatty acids help with the healing. You can give a dog fish oil gels, but they love the salmon!
