Puppy pads have pharamones in them so that if your puppy is sniffing around the house looking for a place to relieve themselves they are more likely to use it. Doesn't work for all dogs though.

I tried them and they were useless! But others have told me they work. I have one puppy that was potty trained within 24 hours and one who is hopeless. I think it largely depends on the pup.
