How to Rescue a very scared dog?

I live in Garland, Tx. I am writing in regards to a stray dog (Flat Black Golden Retriever) that visits my street at least once a week. This week, I saw this poor guy and it was alarming as to his present condition. This guy is literally starving to death. He looks like he is on his “last legs”. He only comes out about once a week, from an opening between two houses that leads to an unpaved alley way. He is scared of people, and will bolt back down the alleyway if approached. This unpaved alleyway leads back to two different streets, so I DO NOT know where he goes during the time he isn’t on my street. I need some suggestions as to how to help this poor dog before he dies. He is abandoned, and I’m almost positive of where his original home is. I believe he ran when a storm blew down the back fence to his backyard approx. 6 months ago. This house backs up to where he comes out of each time, but he doesn’t stay in his old backyard, nor to the people seem to care about his whereabouts.
Any suggestions as to how to help this poor dog??????????????
